If model draft conditions for non-ID-covered employees exist, please let me know. Just like standing orders are meant for workmen, I want service conditions as model guidelines for non-ID-covered officials/executive staff employees.

There is no law stipulating service conditions for managerial personnel or non-workmen cadre like the Standing Orders Act for workmen. The terms of employment can be stipulated as part of the contract of employment in their case, in the form of a letter of appointment, or a separate code of conduct/service rules can be framed to be part of the contract of employment.
