Dear Seniors, I would require your valuable suggestions regarding job portal services. Currently, we are using Times and Monster job portals; however, these two are not fulfilling our requirements. Now, we are planning to consider Naukri as well; however, their cost is significantly higher than Times and Monster. The reason for considering Naukri is to ensure that at least our requirements will be completely fulfilled.

I would suggest that while hiring the job portal service, do one thing prior to finalizing the deal. First, ask the agent to source in front of you the most complex and troublesome profile that you have. This will also enable you to know if the requirements would be met or not.
Secondly, for the current job portals, have a refresher training done. Perhaps the people are not using the right words to search for a particular job. So, training will come in handy, and in the training itself, you will know if you really want to continue with the same or not renew it at all.

I am not really sure if your logic in opting for more job portals is correct. What are the domains you are working on? Generally, Monster would be ideal for IT requirements. I am not sure about TimesJobs at this point in time—though we used it years back. However, I understand it is good for ITeS/BPO requirements.
Focus Points
The two focus points Ashutosh Thakre mentioned are more the norm than special steps—i.e., if portal usage is expected to be regular. The use of the right/appropriate keywords is really the key to finding the right candidates. Naukri and Shine are more suitable for multi-domain usage. It would be more of a trade-off between the two—cost versus utility/usage.
Also, it's better to keep in mind the normal candidate mentality: those who are looking to change would register themselves on all portals that they think suit their expertise/domain. So please don't be surprised to find the same candidates often in multiple portals.
