I have posted my resignation on 5-Feb-2014, and according to company policy, I need to serve a notice period of one month, i.e., up to 4-March-2014. However, my manager is on leave from 24-Feb-2014 to 8-March-2014, and I need to submit the relieving letter to the new company. My company HR says they will require a confirmation email from my manager. I kindly request your assistance in this matter. How should I convince the new Company HR?

Handling Resignation and Relieving Process
If your reporting manager is on leave, you should ask the HR officials of your current company to communicate with your reporting manager regarding the charges/responsibilities that need to be handed over to someone else as instructed by HR officials on or before 4th March. You can also personally request your reporting manager to extend cooperation for a proper handover with a relieving letter.
Maintain continuous communication with the new company's HR personnel and keep them updated on the developments in your current job regarding your relieving process. If you have any doubts about not receiving the relieving letter, clarify this with the new company's HR now. Please try your best to handle each aspect of the relieving process in a simple and ethical manner to avoid complexity.
All the very best.
Thanks

Hi HR Team, thank you for your feedback. The current scenario is somewhat dramatic. I have received confirmation from the client regarding my relieving, and the client has also sent an email to my manager and the manager's boss stating no objection to my relieving.
Assistance from Company HR
Can I receive assistance from the Company HR regarding my joining in this matter? The client has discussed my relieving with the manager, but my manager has informed me to meet on 8-Feb-2014, which is not feasible for me.
Please suggest a solution as I need to join my next company, and I have already coordinated with the HR of the new company.
Thank you.

Looking at the information posted, it seems that the new company you are joining is a client of your current company. So, your client has sent an email to your current bosses and asked them to release you as per the notice period. You are now seeking help from the current company's HR to relieve you on time.
If this is the case, it is advisable to share with the current company's HR all the ongoing communications and request them to send a reply email against the mail sent by the new employer regarding a No objection to your relieving. If they have already confirmed it, then there is no need to worry.
Join the new company on the 5th and then call your current manager on or before the 8th to understand why he asked you to meet him. React to the situation further as it demands after the conversation with him. Support from a senior forum member would be more helpful.
All the very best.
