I have one doubt, please help me out. One of my office staff was diagnosed with a kidney problem today and needs treatment. He has been registered with ESI since 2011, but he has not yet obtained the ESI Biometric card.
Could you kindly suggest if he can avail of treatment and ESI benefits with the ESI Temporary I Card (TIC)?

There is no requirement of Pehchan card. It would be suffice, if his contributions are being paid to avail the ESIC beneftis. regards

For the Punchan Card, which is not important, you should follow two steps:
1. Get a Temporary ESI ID Card from the employer.
2. Obtain a letter from the employer mentioning the IP ESI Number.
Then you can continue the treatment.

Follow the above steps and the following steps. The IP should register with the local dispensary, for which he should be given a MEDICAL ACCEPTANCE card along with FORM 13. Then, he should proceed for specialty treatment at any private hospital affiliated with ESI for kidney treatment.

The employer or their HR officials dealing with ESI work should help the Insured Person obtain their Permanent Identity Cards, including for their family. There is no harm in obtaining the cards at this stage. Every Insured Person and their family should have their Identity Cards of ESIC so that, in the event of any emergency, they may avail ESI benefits even without any assistance from their employer or their officers.
