My father is suffering from Hepatitis C. Its treatment is 6 months long and very costly. The patient needs to get an injection every week. That injection costs around 13K in the market. My father is getting the treatment from ESI Hospital, Sector 9A, Gurgaon. He has been admitted to the hospital but then he has been discharged because the medicines were not available, and hospital authorities said that it will take around 1 month to procure the medicine. We want to start the treatment ASAP. Can anyone help with this? Or can you please suggest what we can do to speed up the treatment?

If the ESIC can direct you to a local or out-of-town hospital where you would have the facility available through ESIC, then you can have your father admitted to that hospital for treatment without paying anything. Approach your company's HR and ESIC to guide you on the same.

Steps to Expedite ESIC Treatment

Please request a letter from the ESIC dispensary stating that they do not have the required medicine. After obtaining the letter, submit it along with your query to the ESIC headquarters in your city. The Medical Officer at the headquarters will then arrange for the medicine urgently or provide assistance from private hospitals if needed.

Additionally, ask the doctor to provide written permission for a private consultation at ESIC's expense.

Many private hospitals have been connected with the ESIC facility. Please inform the ESIC dispensary doctor to refer him for super specialist treatment. Also, you should provide a letter regarding this matter to the ESIC Headquarters or Main Hospital (ESIC Disp).

If you and your dependent father are eligible for medical treatment under the ESI Act, then the ESIC Hospital is required to make arrangements for medicines. You may take up the matter with the Medical Superintendent of the said ESIC Hospital or write to the Medical Commissioner, ESIC, Headquarters, New Delhi for immediate provision of medicines.

I am very sorry to hear that the ESI hospital forced you to discharge your father without providing treatment. It was their responsibility to treat the patient. If there is no treatment available, they should transfer your father to a convenient nearby hospital with your permission, or at least guide you on obtaining treatment from hospitals in your area. The hospital can claim the expenses directly from ESIC. The medical officer in charge of your dispensary needs to take initiative. Please contact the local office for further details immediately.

ESIC Discharge and Treatment Options

ESIC cannot discharge a patient for the non-availability of medicine. If they do, ensure the reason is written on the discharge slip for appropriate action against them. ESIC usually refers the case to either a General Hospital or Civil Hospital, where your father can receive treatment at no or nominal cost.

Additionally, ask your HR to intervene and draft a letter to the ESIC Superintendent to expedite medical aid.

Staff/worker has to take a full day or half-day leave just to collect medicines from ESIC. Why can't this system be improved?

Concerns About Medication Availability at ESIC

Since you are more concerned about your employees, it seems that you are in HR. What steps have you taken as an HR professional? Have you ever approached the ESIC with the grievances? If yes, what responses did you receive? We all talk a lot about system improvement, but we contribute little towards it. I apologize if this language seems harsh; it's not intended to hurt anyone's sentiments.

First of all, you should understand that in ESI hospitals, they will not provide 100% treatment. Therefore, they have a link with private hospitals. You can check with your HR or search on the ESI website for specialty hospitals. Then, go to your ESI main hospital and meet the medical superintendent. Provide him with details about which hospital you are going to for treatment and get approval from him.

Before being admitted to a private hospital that is covered under the ESI scheme, first consult with the hospital doctor to confirm whether their treatment is fully covered by the scheme itself. I am emphasizing this because there is a designated slot for every treatment according to the waiver scheme. With that amount, the hospital will provide treatment.

First of all, they cannot discharge you. Even if they do, they should permit you in writing to purchase the required medicine from the open market (the cost of the medicine will be reimbursed by the ESIC after completing their formalities).

Not only in Gurgaon, but medical treatment through ESIC is unsatisfactory throughout the country, and they are considering increasing the coverage limit to Rs. 25,000.
