Should an Offer Letter include resignation policy of the company? (i.e. payment is hold back for 45 days after resignation)

I wish to state that you are asking such a question that a person who is supposed to enter and stay with your company, you are showing him the exit way. Basically, you cannot hold anybody's salary when he has worked for it. Therefore, you cannot mention such a condition in any appointment letters. Such things are not mentioned in appointment orders because they are inappropriate in that context. It would be like putting an advertisement for immediate divorce services in a marriage invitation.
