I am working in the manufacturing industry. I have a doubt: we are maintaining most of the records in the system, but a very small percentage is being maintained manually. For example, leave records are maintained in the system even though we do not have any leave records manually. These records should be preserved for up to 3 years. Could you please advise if manual maintenance is required?

According to me, it is not required. You can take a hard copy of the same as and when you require. Many companies are now turning to paperless works, which you are already doing, so keep doing the same.

You need to take permission from the Labour Commissionerate or Factory Inspectorate to maintain the record in computerized or electronic form. Today, we talk about 'paperless'; we discuss total computerization, and our government is insisting on permission for computerization, while law enforcement machinery is benefiting from it.

However, the Deputy Commissioner of Labour has denied permission for the Leave Record and Bonus Record, granting permission only for the Muster Roll and Wage Register. I would appreciate your views on this matter and request clarification on the clause.

These days, printouts from your Attendance system, with a proper signature and seal of the authorized signatory of the organization should be good enough. No need to maintain manual registers. Things are changing these days, and even the Labor Department is inclined to accept such information.
