If you are really keen to understand the above two laws and related rules, I too suggest, as Mr. Keshav Korgaonkar suggests, to purchase an updated version of the law books published (say 2013). This will carry the bare act, along with explanations and related rules. This will definitely help you to understand deeper than any abridged version like PowerPoint (PPT) or PDF attachments.

Inquiry on PF and ESIC Compliance for Contractual Employees
We have 50 contractual employees in the pharmaceutical industry who are receiving a consolidated salary. We are not currently deducting their PF and ESIC. I would like to know what the Himachal Government's rule is regarding consolidated salary, as PF and ESIC may or may not be applicable.
Kindly guide me on how we can legally save on ESIC and PF compliances.
