Hello
When an employee is on continous leave, and the leave is splitted in such a way that it prefix and suffix an national holiday , the national holiday willbe counted as part of leave as far as PL / EL is concerned

Dear Sowjanya,
There is a little difference between Casual and Earned Leave, in your case if the employee would have taken casual leave on 14 and 16th august, you wouldn't have counted the 15th as CL. But in the case of EL, the 15th would be considered as an Earned Leave awailed.
Regarding the case of October month from 15th till 19th October, this employee will be considered on earned leaves. To save him, you may ask this employee to come in the 2nd half of the saturday (15th October), else he/she'll be loosing 5 ELs from his account.

Normally the companies frame leave rule which vary from company to company and there is no legal norms. I don't know whether you have a set norms for your organization or not and in case no you can go in line with what Umesh is written or what your HR head is deciding.
