Instead of asking and searching for replies here and there, directly approach the appointing authority and HR Department. Explain your situation and reasons for resigning. Submit your resignation letter to the concerned authority. Surely, the HR will issue the relieving letter to you.

Please note that if you are not reporting to the office without any intimation, the same will be marked as absconding as per HR policy.
Also, check whether any notice period not served letter has been sent to your permanent address. If it is received at your end, please talk to them and pay the notice period amount to get your relieving letter and close the exit formalities. Otherwise, it is really difficult for you to get your relieving letter from your previous organization.
