Centralized Provident Fund Issue
I am working as an HR Executive in an organization (Automobile Showroom) in Goa with 30 people on the roll. Our head office is in Pune, and we have a branch in Goa. We want to keep PF centralized, but the PF inspector is insisting that we take a subcode here in Goa. He has issued a letter also suggesting the same. Our PF is deducted every month and submitted by our head office in Pune. How do we convince the PF inspector that our PF is centralized and it gets deducted every month?

Basically, you are not committing any illegal activity. Hence, don't worry. You may inform him that you have communicated with your Head Office and are awaiting a reply. Try to keep the matter hanging. The PF inspector will keep insisting, but don't be afraid since no illegal act has been committed on your company's part.

For centralized PF, it is necessary that you maintain records of PF deduction and deposit in your branch in Goa. You must have copies of the contribution deposit acknowledgment and other documents related to PF with you in Goa. You will have to present them to the local PF office regularly as that is part of PF requirements. You will also need to undergo inspections as per the prescribed period under the law.
Once you start doing that, the PF Inspector will not be able to force anything on your company.

If your head office is taking care of PF deduction and remittances centrally at their place, it is not an issue. There are many organizations operating pan India where PF remittances and returns are submitted in one particular city. As long as you contribute to PF, there is no need to obtain a separate code for your branch. Ask your head office to send a copy of the challan every month to preserve it as your record in the local office.

Having a centralized provident fund deduction is fine and would not create any problem, but it is always advisable to have a sub-code on the site if the workforce crosses the 20 mark. Ideally speaking, it becomes convenient for everybody, and the PF inspector would not disturb. Though it is not mandatory that crossing the number 20 would ask for a sub-code, it is always good to have it.
