I have joined a new company that is in the hosiery business, but they don't have an HR department, and I am not able to understand how and where to start the work. I have experience in recruitment. Can anybody please help me out?

You might want to start by setting some goals and planning the activities expected to be executed by the HR department within your enterprise. Perform a search across the site for HR functions. Equip your company and yourself with some policies, and then proceed to work with the Finance Department on payroll. There are many functions you can execute in your enterprise to kick-start. It should be both a learning stint for you to start a new department and a deep learning curve in the enterprise you are now associated with. Consider it an opportunity rather than a threat.
