I have been recruited to impart soft skills training to a company that has never ventured into soft skills before. They first want me to give them detailed information on what is covered in different proficiency levels of soft skills. For example, the requirement of leadership skills may vary according to their designation. My company wants me to first define what is covered in different levels of all particular soft skills. Please help.

I tried hard to define the proficiency levels of soft skills when I was creating a skills inventory matrix for all employees. I came up with 4 levels of proficiency, as follows:
0: Doesn't understand and doesn't apply (in daily work)
1: Understands but doesn't apply
2: Doesn't understand but applies (by nature)
3: Understands and applies
