Dear Noeline,

To check whether the organization is a learning organization or not, first and foremost, check whether training is conducted in that organization or not. If yes, then for what levels? Do senior managers avail of any exemption from learning? If not, then what type of training programs are conducted for them?

Secondly, how is learning implemented in the organization? Does the organization have a sound mechanism to implement learning?

Thirdly, how is the information stored? How are failures/errors captured? How are failures communicated to all others in the organization? What is the percentage of errors that keep on repeating?
