Considering that your query relates to the Punjab Labour Welfare Fund Act, 1965 as applicable to the State of Haryana, it is hereby clarified that I do not find any provision in this Act which directs us to send any 'labour welfare return'. According to Rule 22(2), we are to forward a copy of the extract of the register in Form B by 31st January every year pertaining to the previous year. We are to send the Labour Welfare Fund Contribution deducted from the employees along with the contribution of the employer to the Welfare Commissioner, Haryana by 31st December every year. However, the Government has given a grace period for the deposit of this amount by 31st January. If this grace period is availed, then we are to deposit this amount along with interest at 12% per annum from 1st January itself until the time it is deposited with the Welfare Commissioner. We are also required to deposit all unpaid accumulations as defined under section 2(10) of this Act with the Welfare Commissioner, Haryana.
