Dear Bhanu,
HR & IR is the back bone of the company,yes,HR related issues helps in recession,you can do cost cutting by utilising your manpower,providing effective training to your employee and promote them to the top position and you no need to hire costly new managers.
You should identify the traning needs and take action accordingly.
Keep watching on performance of employee and take action as per their needs then you can improve the productivity and less time for gossip etc, create a pleasent environemnt for them.
Selection of right candidates in right place is the prime responsility of the HR.
There are so many effective reason who can improve the situation of the company even at the time of recession.
