1) Maintaining a relationship is not bad with any boss, whether male or female. A relationship should always be maintained. In this case, the HR Manager has no business.
2) Maintaining a relationship is bad with any boss or employee when it affects the company's business. But how? There are so many ways... like personal relationships affecting the productivity of both employees if it occurs in the workplace. However, if this personal relationship is outside of business premises, it is not the business of the HR Manager. If this relationship is within the organization, the HR Manager certainly has to play an important role in counseling to guide them back on the company's business track.
3) If a female boss insists on romance with an assistant in the business premises and the matter comes to the HR department, the HR Manager must explore all options to resolve the issue. They have to conduct a domestic inquiry and, based on the findings, provide an opportunity to explain. After hearing from all parties involved, HR will issue a show cause notice if the boss is found guilty in this regard, and the boss will be punished based on natural justice. If termination is the outcome, the file will be forwarded for her termination to the MD/CEO.
4) If the rank of the HR Manager and that lady boss is the same, it's easier to find a solution. The HR Manager should be a friend of the lady boss. During their conversation, he will uncover the truth and counsel her against engaging in any actions that could tarnish the company's image or impact productivity. If she continues, the HR manager will take action against her.
5) One more thing, nobody knows why she wants to develop a relationship with her assistant. There may be many reasons beyond what we expect, such as:
a) She may be interested in marriage if her age permits.
b) She may be interested in arranging a marriage between her children and the assistant's children if applicable.
c) She may be interested in engaging in malpractice within the organization with the assistant's help, especially if she is in administration or finance.
d) She may be interested in assigning extra work to the assistant for the company, but the assistant perceives it as inappropriate.
e) ... there are many reasons to maintain the relationship.
In short, if she is attempting to engage in malpractice or unethical behavior, the HR manager will take action according to the company's policy. If her intentions are different and unrelated to business matters, the HR manager has no involvement.

Well, find out the truth. Listen to both sides. Speak to other people who are related to the manager about his behavior, etc. Ideally speaking, it is a case of sexual harassment. Remember, if that lady leaves your organization, she will be a "Bad Advertisement" for the company. So, act accordingly. If possible, change her department.

According to your perspective, if she maintains a relationship outside the company, then it is none of the business, and the subordinate will not even complain. Even if marriage is mentioned on her card, it will not disturb the company environment.
As per Sanjeev, the department cannot be changed because if an employee is working in, say, the Finance department, you cannot send him to another department on the grounds that he has no knowledge of other department functions. Why should he pay the price for others' faults?
Don't you feel that it is becoming more interesting to discuss further on the same?
