If you read the first five paragraphs of this report, it does not state any intent and objective of this subject. These are vague and confusing statements, just written for the sake of writing something from one forum provided by a consulting company. I now believe that they have no checking and control over what their consultants are writing.
There are very useless and time-wasting elements being discussed. Novice and inexperienced HR professionals should not get carried away with any syndrome of MERCER consulting because this report does not stand up to their reputation at all.
