Innovation also means "thinking-out-of-the-box". May be you are familiar with this term. This means going against the status quo & the traditional working, to come out of your comfort zone, be willing to take calculated risks, remove your fears, humbly listen to others, respect the ideas of others, be willing to make noble mistakes.
"Brainstorming" session is another technique to develop innovative ideas.
Then there should be a "learning culture" in the organization. When learning sessions are taking place innovative ideas starts generating automatically. We should encourage people to submit their suggestions/ideas or thoughts about a certain matter, from which we may get quite a load of new ideas and depending our needs & after proper cost/benefits analysis, we may then implement those ideas.

You could use innovation in various aspects of HR for Eg in the area of Employee Retention, you could have Employee Development Programs by providing them training through different methods such as workshops, coaching and mentoring. So that employees grow within the organisation and also develop their skills
Also you could have educational program (MBA or other degrees) to retain employees and improve morale.
