BOCW also states that the safety officer needs to be well versed with the language of majority of workers. so can a foreign national cannot be safety engineer despite the qualifications?Is it possible to appoint a Welfare officer to assist the Expat safety engineer? Kindly reply.

Dear friend,
You are making two contradictory statements here.
One is about Safety officer who needs to be well versed with local vernacular or language.And two is recruiting him with support on functions through a Welfare officer.
Basic point is Welfare officer may have his own department works and cannot always assist the Safety officer.
My suggestion is to avoid such a recruitment and go for a local guy only.
