The same question was referred to me many years before. The answer still remains the same. A Safety Officer need not be a qualified engineer; however, a qualified safety engineer can be a safety officer if he prefers. A Safety Engineer must have engineering qualifications, whereas a Safety Officer need not. Though the title differs in most industries, they play the same roles.
Now the answer to your question: A Safety Officer has certain well-defined duties and responsibilities. He has to take care of only those. In the case of a Safety Engineer, he has to visualize, conceive, design, prototype, try out, modify, communicate, and convince. There is no other answer to this question.
