Yes, in some industries , there is practice of giving allowance for such occassions to meet additional clothing expenses for winter .
It can be some where around Rs.7,500 in our industry.
First you need to make out a policy of company and define the allowance , conditions etc.

One additional thing to be considered is the grade / salary of the deployed personnel. If the persons are senior management cadre, you can expect them to afford the expenditure on their own also (as is the case with IT). If the employees are of a junior cadre and the expenses are going to burn a hole in their pocket the company should definitely foot this bill. If the dilemma is regarding the process (whether the amount will be spend on the clothing or something else) the company can as well buy one or two set of the required clothing and provide to them.

Yes the company need to provide winter allowance(draft a clear cut winter allowance policy) as this is a expenditure which the employee has to make and its not possible to ask the employee to expense from his regular DA amount.
the allowance amount can be calculated based on commonsense as to the cost of providing one set ( one jacket,one pull over and/or a cap/stockings) you can check the going rate and take a call on the amount.
