As you said, You have got It exposure with a three years of experience, You can probably use it for a profile of HR Business partner/Business Analyst or Talent acquisition, Which majorly requires the resource management skills with respect to business scope. As, you have been through the verticals of IT with your 3+experience, use it across to excel yourself in the Business Partner/Analyst-HR or talent acquisition roles.
Everything on the world has a door to open, All you need is to find out the key.

Well, I think it depend on your choice to move to HR from IT as IT and HR both have enough good opportunities and if you want to move to HR then you can go for but take decision carefully and make sure to go for HR if you really find it suitable for you and you will not get bored or fed up etc and then again think for changing the profession as changing the profession again and again is not good for your career.

I really appreciates your decision and passion.
Through this decision you can jump to management profile directly.
Current scenario is for multiple specialities...If you strong logical/IT command and now you are going to manage, train, appraise, motivate, lead the other IT professionals. This is really the fantastic decision taken by you.
It is very necessary that HR must know the overall job profile of each employees. Here you are experienced enough in IT field so you must be aware about various IT profile description and required performance standard. So you can delegate/transfer to your employee effectively.
Do not think much negative and just go ahead... Wish you all the best for the same
