Shouldnt there be a attendence register for managers / hod’s also? Can HR manager make it compulsory for another HOD in the same company sign an attendance register everyday?

HI, As per law its mandatory to sign in the attendance register from top level to bottom level i.e from managers to office boys.

Yes, it is manadatory for all level of employees to sign the attendance register (of course if they feel that their record does not make a difference in their leaves, salary and other compensation etc. they can refrain from signing.)

Of course but the point of discussion is that whether these officers/managers are required to sign the muster roll/ attendance register under any of the law & if yes which of the law.

Dear Sir If the company policy pertaining to Leave/salary/attendance/incentive etc is applicable to all employees including Manager , it is necessary to sign the attendance register daily. Suresh

There is no low to make an employee to sign. But, an attendance register is mendatory under the different acts under the labour laws & factories act. Employees paid upto Rs. 10,000/- are covered under the labour acts. People like HOD (highly paid) are not covered under labour laws. All those who have said in this discussion that according to law, it is mendatory to sign the attendence register are wrong.
As a matter of discipline, every employee in an organisation should reord there attendence in the proper manner, as they are paid wages on the basis of days of their work (month).

Yes the HR Manager has the authority to maintain such a register in the purview of HODs attendance in company. It will also help to remove any salary prepartion problem regarding attendance.

Let us consider this---

1. As per the income tax act, every employer is supposed to maintain full and complete records for their employees pay & salary and how that salay and pay is calculated and Finally paid and whether proper tax is deducted. So fo making calculation of pay & salary with giving benifits or leaves, govt holodays and overtime pays, it is necessary to know that a person has worked in office under employer for so-&-so number of days.. so company has to maintain a record of proper working and number of days a person worked. SO it is clear that attendence records for even top bosses CEO, C&MD are required.

2. As per insurance act, if any untoward incidence happens, then for assessing the claim , it will be the responsibility of person so suffered to prove that he was at work place (office or factory), for this he has to show record from attendance register that he came in office and was infact there. In One case, employee was coming by Car and a tree fell on his car while he was parking it on parking and got injured. The court said that since he has not begin working at office, bcoz he do not sign the muster at begin of work in office, it can not be said that he got injured in office and claim was not paid. SO again a proper attendance records is much important.
