Dear sanjoykum
Welcome to CiteHR.com.
With reference to your query; that your office is providing staff bus, and if this bus reaches late then what HR people should do; has got me outwitted completely !!!
I wonder, what you INTEND to do (if you are the HR person) ?
Dear, are you thinking on the lines of some sort of 'discipline' or 'punishment' ? Do clarify- what exactly you wish to do, to enable members to suggest solutions.
Warm regards.

Is bus provided to staff is on contract basis or owned by company?
if it is on contract then at the time of entering into contract, certain clauses have enacted and out of that 1 should be related to late coming and penalty for such incidents. you bluntly charge for such incidents.
If it is managed and run by company and driver is on contract basis and frequently coming late in the premises then at first instance you deduct 1 day wages to avert his behaviour or if it is repeated then can change driver ofcourse without giving more thought on it.

Dear sanjoykum
Greetings!
First check where is the problem, the bus is late to the office due to following reasons
1. Traffic (Change the office timing by 15 min earlier or change the bus stop timings)
2. Waiting for the employees at the bus stop (in this case we can't blame the driver, rather you have to motivate the employee to be punctual)
Even though the staff bus is late, they are reaching the office SAFE. So we have to consider that factor too.
My advice is to change the bus stop timings (10 - 15 mins earlier).
