Can a PSU employer in India make attendance and participation in Independence Day celebrations compulsory ?

Attendance on independence celebrations cannot be made compulsory whereas it is to be brought out as a matter of national spirit. It should come within the hearts of each and every citizen of India rather than making India a piece for glory and pride only when Indian cricket team is on the field. When independence celebrations are also being sponsored by foreign companies, I don't think that any body can mark ones absence as "absent" and will the HRMS support it!

Dear friend
no employee is bond to work on 15 august 2nd october & 26 january and not any employeer can mark absent on these days. The employeer can call the employees on these days for some cultural programme. If any firm will found running in these days the labour depatment can fine on that unit and the department has also power to seal the unit.

Dear All, I agree with Mr.Madhu, we need to participate in Independence Day celebration. This is the day on which all Indians need to cherish in spite of diversity as this festival for all.

It is simply not a question of compulsory attendance. It is a matter of being Indian and feeling proud about it. It assumes more importance when you are Government/PSU employees and set an example.
As far as attendance is concerned the circular issued by the Government Departments are amply clear so also Civil Services rules.

Dear Friends,
Independance day is the National Holiday list, that meance its a Paid Holiday. Apart from that all institutions should raise the National Flag and show the inspiration of national glory to all. If the unit is contineous process observe according to the statutory rules.

Dear Mr. Bhatia,
Its not compulsory that all firm are closed..especially I would say Hotewl iNdustry is not Closed on any national holidays...these are the days when business is maximum ,but obviously the HR AND ADMINISTRATION Departments are closed but all Operational Departments are open...

Dear Pawan,
It seems you have misinterpreted the question. The question is not about attendance for doing any work in the company, but for attendance to celebrate the independence day. Employees are set free to leave for their homes after the celebration is over in any organization.
Even if the employer calls an employee to work on any national holiday, the employer becomes liable to pay double the rate of overtime allowance or the double rate of daily wage as the case may be. Absence on call by an employer can be treated as misconduct on the part of the employee, whether called for celebration of the independence day or to work.
