Sorry, by mistake half comment posted:-
There could be two meanings of the query:-
1. The Labour Licence of one state can be attached with tender / proposal of other state. In such case the is "Yest". It can be done to show that you are making compliance under the CL Act. Similarly you will follow the same in other state if your proposal accepted (contract given to you).
2. In other way it indicates that the Labour Licence of one state is enough to do contract work in other state as well. In such case the answer is "NO". You need to take separate labour licence for every unit under the CL Act. Even if you got two different contract from different PE, even than you need to obtain separate labour licence as per applicable conditions.
Hope I am cleared to your points. Senior members can throw more light on the matter.
