Dear Bhavisha,
I am knowledge management specialist as per my experience I suggest some tips to resolve this -
1. Create a KM environment with in the organisation.
2. try periodic regular interactive sessions on employees issues.
3. discuss with the employee to get their views to improve efficiency.
4. try Peer assist and peer review to get their more participation.
5. improve knowledge & experience shearing atmosphere to improve effective working environment.
these are some tips only, try some other participatory decision making systems to make them more responsible..

In today's work environment, with so many channels of communication every employee is aware of their duties and responsibilities, its the employees commitment that makes the difference. More over the targets are always achieved other wise the business would not have being goingon. The problems come with comparison between employees. one has done his very best the other has done only best. The aim should to provide facilities / enablers to encourage employees and provide resources to do their very best and this has to be a continuous exercise as all are not same level of performers.

Dear Bhavisha,
Some of the basic reasons for the poor employee are:
1. Having less knowledge about the assigned work and is cause due to not providing training relating to work to them,
2. Less motivational strategic of subordinate for junior motivation,
3. Autocracy work behaviour of reporting manager or subordinate,
4. Less Pay package in comparative to same position in same or other similar organisation,
5. Lack of learning skill of employee,
6. Heavy work load, causing job stress.
7. Unproper implemented HR policies,
8. Lack of motivation development for better performing employee, and giving equal rank in respect of less performed employee,
9. Slow grievance redressal procedure.
10. Not fixing of man hour day,
11. Non-payment of salary on time, etc.

Hello,
I think the defined work and the ability to do it may be differ. First concentrate in your joining process and the welcome programme.
Also you need training programme for your supervisory team as they are continuous in touch with your employees.
Employee assessment is needed for your organisation and try reward program for best performances.
Try do point out the employees, who are demotivating the others and counsel or punish them.
Compensation is most effective part for the performance. Just look at the same having discussion with your seniors.
