Your question reminds me a era of License Raj and Inspector Raj up to 1993 of socialist economy.

Basically, during socialist economy we were controlled by licenses to practice and licenses were controlled therefore demand was high and supply was less so all those licensed people were in huge demand because mandatory to adhere with liucensed personal. For example Statutory provision of Labour Welfare Officer was licensed and approved qualification under Factories Act.

The Chartered Institute of Personnel and Development (CIPD) is UK based Institute.

In liberalised economy certification has little importance of validity of individual competence in education and intellectual field. Today mere certification does not gurantee any security or job because you have to perform. Labour Welfare Officer was literally non-performing position except philosophy of protecting labour which never happened.

Today you have to perform and survive but you emphasised on whether this qualification work for you or not. it depends on how you manage to stick arround and prove yourself.
