Annual perk - Until March they have not paid it as it is a part of CTC

In my salary CTC, there is a performance-linked bonus that has to be paid annually and was due in January 2024. Until March they have not paid it as it is a part of CTC and should be paid. But when I enquired with HR, they told me it would be paid during the annual increment.
