There are two things in the accountability of service.
(a) Qualifying Period (With full/Half Pay and allowances)
(b) Non Qualifying Period (Leave without Pay and Allowances).
When considering the service for grant of promotion, increment etc., non-qualifying period will not be taken into consideration.
Similarly, in total service, the non-qualifying Period is to be deducted to arrive at the actual length of service.
