In my offer letter, it mentions a 2-month notice period after resigning, but HR here is not agreeing to it and saying that I have to serve a 3-month notice period according to their HR policy. They have also sent me an HR Policy PDF stating a 3-month notice period. I have got an offer letter from another organisation, my date of joining there is after 2 months. What should I do?

I believe that you should have requested to your present HR to relieve you in two months but the Hr should have rejected it. Then you can ask for one more month time to join informing them that the HR of the present organisation is compelling me to continue for one more month. If this is not acceptable to your future HR, then you can take a call, whether to join such an organisation which is not flexible or not. If you fight with the present HR he will put negative remarks about you in your service records and that will again spoil your career.
Please remember that HR is not the decision making authority in any organisation but can very well advise the management that we shall be flexible in policies. As such, if the notice period is three months, it can be made two months. the Hr person who takes the defence of employees as personal is not a right person for the position. He should at least know what the law says about NOTICE PERIOD. What the law says? the Law ( the Industrial Disputes Act) says that in order to terminate an employee the employer has to give notice to the employee BUT no where under the Act it is said that in order to leave an employer an employee should give a notice!
