ESL (English as a secondary language)- requires dedication to understand first and then speak. We are not born and brought up in an environment where we would not be hesitant about speaking it. So until you understand the language you cant speak it.
Its ok to be hesitant but not speaking it at all is not ok.
You really have to be conversant wherever you get any chance to speak with. Reading and writing does help but only speaking shows drastic changes.
Be patient and practice at least 30 minutes of reading a newspaper and then summarizing it without looking at the newspaper verbally.
English is a language and not any formula that you cram and start speaking it without any hesitation.

Hi veena,
If you stay neat by Dilshuknagar then plz visit one institute he is an excellent sir who teaches English very well.
