Hi
No person is born intelligent (May be there are some exceptions), They are made due to the family, culture and social environment. If that is the case, how can you say that an recruiter is born, Obviously all the recruiters are made and who identify that talents can shine

in recruiting now is born to be recruited likes a good communicator.. there are m,any attributes needed to be a goor recruiter.. in that a peson may have few in them as the grow. but few needed to be groomed as they take the profession... but as the grow few gets all the needed attributes of recruiter that donot need any grooming.
what is that attributer... first knowledge in the area were they make recruitment
then understand what kind o ppl needed for the post..
understanding the psychoology , talent.. attidtude of the person sitting before him
match above facts and his and try to do judgement
