Unionised workers are governed by a wage structure including a formula for fixing the Basic, FDA, VDA etc. The bi/tripartite wage agreement between the management and union itself gives such a formula. The VDA is revised once in a quarter or half yearly based CPI (Consumer Price Index) or WPI (wholesale price index) as the case may be. Cost of living is the reason for such a periodical revision. The Ministry of Labour, Govt.of India publishes the indexes from time to time for effecting the revision in VDA (rarely the VDA is revised down ward also when there is negative inflation in the economy). You may get the price indices for VDA purposes from the web sites of the Ministry of Labour.

Wage calculation is made in two types, they are:
1) Keep it same for all the months irrespective of whether a month has 28, 29, 30 or 31 calendar days (since weekly off-holiday is a paid holiday whether it be sunday or any other day as per the industry practice) In which case calculate like this 30 minus 4 = 26 days so Daily wage = prescribed wage / 26 days.
2) Second method is: work out as per actual days of each month minus actual weekly paid holiday That means say for e.g. for May 2012:
No. of calendar days = 31
Less Paid Weekly off = 4 days = 27 working days
So daily wage is = Prescribed wage / 27 = Rs....
Supposing a person is present for all the working days excepting weekly off then, pay full salary without a need to work out daily wage. Daily wage working may be necessary where a person is absent on a few days in a month and how to cut wages for absent days. Any doubt.
Where as for payment of gratuity the calculation should be invariably wage / 26 days without going into all the weekly off etc.
