Why should an HR seend warning letter to one who has not joined? Just send a letter that since you have not joined, the offer remains terminated. That is enough.

Hi,

Normally in all offer letters there will be a clause as below or some similar clause.

This offer is valid till ____ only and your failure to report to duty on or before _____will lead to cancellation of this offer without any further communication.

If any such clause is added in your offer letter already there is no need for separate offer cancellation email. If the candidate fails to join on the stipulated date the offer will get cancelled automatically.

If the candidate doesn’t join on or before stipulated date mentioned in the offer letter, the offer letter stand cancelled unless the candidate has asked for any extension. R R Kapoor Vadodara

Yes, agree with Mr Lakshminarayan.
No need to send any cancel letter why because the condition will be available in the offer letter itself, So, automatically, the offer wll be lapsed.
