Company wants to expands their business. its manufacturing unit they have right now 80 staff and they want to increase.
First time they have appoint a HR. So please anyone can suggest what will be stages to do that.

Congrats ! you are just starting your career in HR !
Primarily get the budget approval from Management for expansion.
First of all please collect the requirement details Dept wise/grade wise. Arrive at the skill set required for the vacancies. Have their KRA in place.
Plan for interview process- written test /Technical round/HR round.
Then start sourcing through various modes.
Employee referral
Walk-in advertisement (if requirement is in bulk)
Web-portals advertisement
Post the requirement in social websites - Facebook/LinkedIn/Twitter etc.

In addition to what Mr.Lakshminarayanan said, have a clear salary figure which you are going to offer for each position depending up on the skill sets required, level of decision making involved and the quantum of value each position adds to the business and the comparable figures offered by similar industries in your region for the same and similar position etc. because this is the key negotiating stage in the hiring process that can convert an interview into an appointment or disappointment.

I shall refer to HR Policies of the company first. Hence Ensure the establishment of HR Policy for the organisation.Set out with Various Procedures and processes required to be implemented. Establish the line of Autourity and responsiblities as per the hirarchy in the Hr Deaprtment and involvement of higher management in the making of diretives, its issuance and control and monitor mechanism.
Having said these there shoud be forcast of requirement coming from various depts, its review by concerned authority, Planning to procurement and budgeting and the initiating the HR Process of recruiting, inducting, training and compensation managing.
The scope of expansion should be such that it always refers to and abided by the policies and where possible scope of exceptions be autorised to right authority.
