What is the number of working hours in a factory running in a general/single shift? Currently, in our factory, we work from 8:30 am to 6:00 pm (9.5 hours) including a 30-minute break. Should we consider the working hours including breaks or excluding breaks?

Whether in the General shift or a rotating shift, the working hours remain the same, i.e., a maximum of 9 hours (excluding a 30-minute break) and a maximum of 48 hours per week. I hope in your case it is a 5-day working pattern.
