Contractor Licensing and Labor Laws: Do PF and ESIC Apply for Less Than 20 Workers?

Respected members, please guide -If a contractor has a license to deploy less than 20 labours, is he required to pay PF and ESIC? Regards,

Actually we want to deploy only 8 labours to work in agriculture farm, for routine work of weeding, hoeing, turning over the soil.
