You need to apply for the Labour NOC to the Labour Commissioner's office, mentioning that there are no outstanding dues or payments. You must present all the relevant documentary evidence for all regular employees/contractors, including no-dues certificates, to demonstrate that there are no pending dues in order to obtain the Labour NOC.
