Please help me with preparing a letter/cover letter to the labor department explaining the need for the employee. The letter should also indicate whether there were any Belonger applicants.

The grievances submitted to the labor department should be in the prescribed form, signed either by the person concerned or the representatives of a group of persons. The applicable format will depend on the issue raised and the law to which it belongs. Accordingly, a dispute regarding employment and non-employment shall follow the forms under the Industrial Disputes Rules; a dispute regarding payment or non-payment of wages shall adhere to the forms prescribed under the Payment of Wages Act and Rules, and a dispute concerning non-payment of gratuity or the calculation of gratuity shall follow the forms prescribed under the Payment of Gratuity Act and Rules. No separate covering letter is required; the format itself will be sufficient.
