When a contractor is following the provisions of the ESI Act 1948 for its contract worker, can they also simultaneously follow the provisions of the Employee Compensation Act 1923 for their contract worker?

As a contractor, if you have covered all your workmen under the ESI Act, then the Workmen's Compensation Act will not be applicable. For those who are not covered under ESI, the Workmen's Compensation Act would be applicable.
