Friends, I am attaching a chart containing provisions relating to the appointment of a Safety Officer as per the Factories Act and also for an Electrical Safety Officer as per regulations under the Electricity Act 2003. The applicability is as follows:
a) Factories Act: 1,000 or more workers
b) CEA Safety Regulations 2010: Factory with >250 kW electrical load connected
c) CEA Regulations 2011: >500 employees (including contract workers)
While the required qualifications in (a) and (c) above are the same, in the case of (b), an electrical engineering degree holder with a minimum of 5 years of experience is required. This means that a Safety Officer appointed under the Factories Act cannot work as an Electrical Safety Officer under the 2010 regulations. Please confirm whether my understanding is correct.
