How about Administrative Services Executive? Most of the roles you've described would generally fall within the Admin Services overview—and yet, several other posts seem to think this has some Executive or Junior Executive qualities inherent to the position.

I would say, if he has a Master’s Degree, it’s all the more reason that he has "Executive" in the title. Alan

If the Employee completes his graduation, you can give the designation as Associate HR & Admin. After the 6-month term, if the performance is good, you can promote him to the Junior Officer Admin. Basically, MNC's banding structure follows as such - you can designate him as B1.

I think Officer Coordination or Executive Coordination designation is the right one. If he has more than 1 year of experience, you can designate him as Officer - Coordination. For more than 2 years of experience, you can designate him as Executive - Coordination.
