I would like to know if a factory has a 3 metric tonne capacity boiler. Should they appoint a first-class boiler operator, or would a second-class operator suffice?

Kindly suggest to me if IBR certification and stamping are applicable for an orifice plate 1/2" 150#, Material SS316. If applicable, what format should be used (i.e., for flanges form iiic, forging form iiig, pipes form iiid, etc.)?
