If you are looking at jobs across the Middle East, you do not require any specific skill certification. However, exposure to Middle East HR practices, labor laws, and passport/visa/social security practices could be a big plus. This you can easily achieve by referring to relevant posts in this forum and searching on respective country sites.

You have mentioned being a graduate by education, but it is not clear whether you hold a postgraduate degree or not. If you do not have a postgraduate degree, I suggest you consider pursuing one because without it, you may not be considered for higher-level positions even in our country (India).
Opportunities Abroad
If you already have a postgraduate degree, that should be sufficient for you to target opportunities in the Middle East or Singapore. However, if you are aiming for Australia, Canada, or the UK, I recommend the following certifications. You can choose any of these based on your budget and time:
1. PHR
2. SPHR
3. GPHR
4. CHRP
5. CIPD
