Can anybody let me know what should be the minimum wage for office employees who are not considered under HSK, SSK, SK or USK but are paid even less than them.

If the employees do not fall under any of the categories mentioned in your post, then you need to pay the minimum wages applicable to manual workers employed in an office as notified by your State Government.

The State Government issues a notification fixing minimum wages for various categories of workers, as mentioned in your post, employed in various establishments. The employer is free to fix wages for each category, but it shall not be less than the minimum wages fixed by the Government for each category.
