Engagement of workers through contractors is not restricted only to unskilled workers, although in practice, it is often seen that only unskilled workers are hired through contractors. Hai myadav64, Employer cannot engage labour who are operating mechinary directly .They can can only assist the machine operator.

Certainly, if the work is perennial in nature and directly related to the core activity, the engagement of contract labor is not allowed. Similarly, if there is work for which a regular and full-time employee can be engaged, contract labor is not permitted.
