I am working as an HRD Assistant Manager, pursuing the PDS CIPD through flexible learning here in Dubai with ICS, a UK-based company. I have been in Dubai since February 2008. I travel back to the UK twice a year for the three-day workshops they provide. I have already been back once and I am due to go back in March '09. I believe examinations can be taken via the British Council in Dubai. However, a company is setting up here in 2010 that will also offer the full PDS CIPD. I plan to transfer to this course later so that I can participate in more classroom activities without leaving the UAE.
In the meantime, I am self-motivated and work long days. I am interested in meeting individuals studying the same subjects for discussions, ideas, revision, real-life examples for assignments, etc., or even revising literature elements and presenting them to others as a more 'fun' way to learn while practicing public speaking.
For those considering which course to take, I highly recommend the CIPD for its comprehensive study of all aspects of organizations, from economics to social issues. It is well-recognized internationally, and I recently attended a conference where Vicky Wright, the CIPD President, spoke. It is now evident that the CIPD is becoming more international in terms of content, enhancing the credibility of the postgraduate qualification.

At the moment, one cannot decide whether they will be working for an American or British company always, and I believe that certification should meet all criteria.

I do not know much about your SPHR and PHR, but I do know a lot about the CIPD. I know that it is certainly the qualification that people are calling out for back in the UK and is now internationally recognized. I have seen it in job ads here in Dubai. It is at the same level as a Chartered Accountant, as it is the Chartered Institute for Personnel Development, which is at the Master's degree level. My advice to you is to search through some job advertisements and see what qualifications they are looking for. I bet that CIPD comes up in some of the high-profile jobs. However, it is your qualification, and you should choose what suits you best, so don't feel too much pressure here.
I have had a quick look at the websites for SPHR and PHR, and it seems they are national qualifications, not international, but I may be wrong. Being a member of the CIPD means it has the extra edge of continually updating your knowledge; you have to do so to remain a member. Furthermore, the Master's is just the beginning. You then progress further into different fields to be a true professional in your area. Each stage, which is challenging, that you go through (post CIPD certificate) opens more doors. It means that you can also add additional letters to your name, which can be easily distinguishable by fellow HR professionals at a glance when looking at CVs. Each letter represents years of experience, exams passed, etc.
Good luck in your decision, and I hope I don't come across too pro-CIPD!

CIPD's Advanced level qualifications are ideal for those aspiring to become effective HR practitioners - whether working as managers or consultants in generalist or specialist roles.
