You may choose any number of your choice, 4 digit or six digit, say for example starting from 100001. Employee numbers are assigned according to their date of joining. prepare a employee list based on DOJ. the person who has joined 1st may be given the 1st number. if two people have joined on same date, then u may consider their DOB for assigning the number.
Dear Supriya,
Emp Id Can be given based on the DOJ . Differentiation can be done based on location
for example CHN , BLR can be added. But again if there is going to be frequent transfers than it is better not to differentiate based on location. You can start with a four digit no say 1001.
EMP No will always be a unique No given to an employee and even after he resigns or retires the EMP No should not be alloted to some other person as EMP No can be used as a reference to dig up old records and allotting the same no to more than one persons creates unnecessary confusions.

Dear Supriya,
Employee number are given based on DOJ,actually its a Primary Key(unique no) if you have got a HRIS(each employee is having unique EMPID),its automatically generated. In your case you can keep a record book where numbers can be entered incrementally,so that it wount create any problem.
Also Keep in mind no employee should be given a retired EMPID because it may create problem when some employees are going for a case or if company has any labour problem.
If you know MS Acess,MS SQL Server or Oracle design a database either opting for auto option so that next record no(EMPID ) will be created automatically
Choose either Numeric or Varchar as property of field ,if u are choosing numeric valu EMPID can only be numeric data like 1241 or 4120,if u choose varchar as datafield then you could name 142BGLR,142CHN etc,
Think about ur company future growth choose 4 dgit or 5 digit
